Two Mississippi men were arrested on two counts each of breaking and entering of a vehicle on Mississippi State University’s campus late Tuesday night. MSU Police officers arrested Angelo Hall, 18, of Louisville, Mississippi and Willie Spratey, 18, of Vicksburg, for both counts.
MSU Police Chief Vance Rice said the charges are based on surveillance footage from Monday.
“We saw them on video,” Rice said. “We had a couple of reports of vehicles broken into in a parking lot (on campus) and were able to see them on a nearby camera.”
Rice said Hall and Spratey were arrested Tuesday night after MSU police identified them through video footage from security cameras in a residence hall.
"We saw them coming into a residence hall on camera,” Rice said. “We identified them and arrested them.”
Rice emphasized MSU does have cameras on campus for these incidents. He also encouraged community members to lock their cars.
“Lock your vehicles because, once again, unlocked vehicles were the target,” Rice said. “It wouldn’t have occurred if everyone had locked their cars.”
“Locks keep honest people honest,” Rice added.
Hall and Spratey were transported to the Oktibbeha County Jail early Wednesday morning. They are both out on bond set at $10,000 each.

The Oktibbeha County Sheriff’s Office served two NISI warrants Tuesday.
Ronnie Cooper, 19, of Pheba, was arrested after not appearing in court for one count of auto burglary. He was indicted on one count of auto burglary in August 2018. Cooper was transferred to the Oktibbeha County Jail Tuesday, where he will remain with no bond until he appears in Oktibbeha County Circuit in January.
Darnice Clay, 54, of Starkville, was arrested after not appearing in court for insurance fraud. She was indicted on one count in July 2018. Clay’s indictment states she committed insurance fraud against Geico on Jan. 1, 2017 when she filed the same claim with Geico Insurance that she filed with Progressive Insurance on Dec. 24, 2016.
Clay was transferred to the Oktibbeha County Jail Tuesday but was released on her previous bond Wednesday. She is scheduled to appear in Oktibbeha County Circuit in January.
